Note Customer was unable to get license to activate (no error log) until they changed value from "free trial" to "commercial"

Shannon, can you please look into this?

Let's just make sure that 'Commercial' is the default for this radio button on the license page.

Removed the conditional on the license check boxes, "commercial" will be the default always.
