Scenario:
Admin A attempts to remove User B from the root folder by moving User B to Users WITHOUT access.

Result:
Nothing happens and no warning is displayed.

Expected:
If a user is attempting to do something that is not allowed, they should be prompted with a tip or error that such an action can not be completed. This is better than no action, as the user is then left trying to figure out if the app is misbehaving.

There are 2 bulleted points that describe what can not be done. These can be removed in lieu of error tips/balloons and would free up additional space on the dialog.
