Enable Expired Multiuser Accounts Access to 'Manage Account' Tab

Description

Case:
Customer has expired multiuser account
They would like to upgrade to premium individual

Currently:
Customer must contact support so we can delete users and allow them access to the individual account option
or
Customer must create a new account and contact support to move the diagrams in their multiuser account

Desired:
Customer access to 'manage account' tab of their expired multiuser account. Enable functionality for customer to delete users.

Request from user:
The upgrade page tells me I have two users on my account (which I cannot have, there's only one of me!) and that I need to remove a user. Unfortunately, there appears to be no way at all to do this (the only profile management I can find is to change my email address or password).

It seems like there is a usability issue here. Perhaps the account manager should still be accessible, but the only thing they can do is to delete users. Reassigning to Clint since this would be controlled by the UI.
